The Council of Europe’s Sport Division is looking for international experts from Council of Europe member states to support the implementation of the joint project “Balance S4”, co-funded by the European Union and the Council of Europe and implemented by the Council of Europe’s Sport Division (January 2024 – September 2025). This project aims at supporting Council of Europe member states to strengthen the implementation of the safety and service pillars of the Saint-Denis Convention.

Most of the knowledge and expertise developed by and within the Council of Europe member states have until now focused on the security pillar. The Balance S4 joint project’s title originates from the need to strike a balance between the three pillars underpinning the Saint-Denis Convention and its integrated approach to safety, security and service at sports events. Both the Convention and the project are set to meet a legitimate expectation of all individuals: to attend sports events safely, in a secure and welcoming manner. Events where human rights and the rule of law are upheld and promoted.

Several activities are planned to achieve this objective, ranging from data analysis to awareness-raising workshops and training seminars on safety and service at sports events. To this effect, the Council of Europe is looking for international experts to design and perform these activities, with a call for tender divided into three lots:

  • Lot 1: Research and analysis regarding the implementation of safety and service arrangements at sports events, including policy proposals and guidelines.
  • Lot 2: Design and delivery of training materials, tailored guidance, awareness-raising and capacity-building activities such as training of trainers on safety and service. These materials and guidance are to be used and replicated at the national level.
  • Lot 3: Production of visibility materials for the implementation and enhancement of safety and service arrangements at sports events.

The Council of Europe will select a maximum of five providers per lot. Selected providers shall have proven international experience in assessing and implementing safety and service arrangements at sports events, within a human rights framework.
