Staff worked for years to bring the CDCR and CCHCS Department Operations Manuals (DOM and Health Care DOM) into the digital age.
The transition to a modern accessible web-based DOM and Health Care DOM was a years-long project involving communications, health care, and technical teams.
Credit for the successful completion of the project can be attributed to Thomas Gonzales, CDCR Enterprise Information Services information technology supervisor II. He brought the idea to executives, secured program sponsors and managed the project spanning several years.
“I truly enjoyed collaborating with the Office of Legal Affairs, Regulation and Policy Management Branch, and CCHCS,” said Gonzales.

What does this mean?
The new web-based operations manuals were publicly released after a soft launch earlier this year.
This new format offers a more convenient and functional platform, including major improvements in searchability, eliminating download requirements, and enhancing compliance with accessibility standards. This also creates a more efficient updating process.
Staff feedback throughout the soft launch process was positive, allowing for resolution of key issues before making the permanent switch.
The shift to web-based operations manuals modernizes the way information is accessed and improves usability and efficiency. While PDFs are useful for preserving document formatting, they present ease-of-use and accessibility limitations. Web-based information hosting creates an innovative solution, increasing searchability efficiency.
Note: For the incarcerated population, PDFs of both DOMs will continue to be available on tablets and at institutional libraries.
