This is a very old mostly civilian passenger aircraft. Most of the many built (854) in the years 1967-1989 are now retired. It was a fairly small aircraft carrying 64 or 72 passengers on short to medium length flights. Not of any big value to the military and not a valuable target for Ukraine, unless it was carrying high-ranking officers.
