Trying to make economic rationalizations for killing russians just sounds extraordinarily stupid and inhumane, which is what happens when we get a .gif file made purely out of clickbait instead of an article.
In the end, that particular issue is a byproduct of the need to remove the Russian army from Ukraine, which could likely have been done with far less killing if far more military supplies had been provided far faster, given the Russian armies relatively slow rate of scaling up due to logistical, operational equipment and manpower issues.

So $20,000,000,000 (20 billion) can wipe out a million Russian military individuals ? Solid. But USA has provided more than that so several million would be wiped out by now.
