Hair loss at a young age is urgent

I am a very young brother of mine. I am 23 years old. My father has baldness on his side and neither does my mother. I gave blood and it was found to be vitamin D deficient. I used it for 1 month, but the shedding still hasn’t stopped and my hair isn’t growing. As a last resort, I want to have PRP or mesotherapy done on my hair. I got quotes from a few companies. They want an average price of 15k. Is this loss normal? I’m still very young. I don’t know what to do.
