So long story short, i want to extend my Passport and they need additional document called Erweiterte Meldebescheinigung. They told me i could get it on Rathaus. However while searching any info about this document, i stumbled upon this site where apparently you can order it online and then pay them from Paypal. I never had any experience of ordering important document online so i do not know about the legitimacy of this site.

No. There are no centralized public offices under the roof of one website. Maybe an agengy, where you get what you need, but at a much higher rate then what you will usually pay.
