Does anyone know what the excessive number of service pits on Victoria Street are for?

Driving Eastbound along Victoria Street between Bouverie St and Swanston St there is approximately 50 service pits all in a row.

Seems excessive and doesn't make sense to me as they're not at street intersections. I think they might be telecommunication puts.
