At least on a stable minimum wage income you can easily plan and budget around it. Irregular work is much worse as you can’t really plan or budget as you don’t know how much you will have.

That’s what the government wants. More people in insecure work.
4 people on 10h/week contracts that actually do between 15-70h per week looks much better in the pointless employment statistics than 2 full time workers. So the government keeps encouraging “flexible” working that fits around your schedule.
And business loves it too cuz they can offer people less benefits and employees are constantly forced to beg for more hours resulting in the employer always having leverage over them….
