This doesn’t surprise me at all as the city has come a long way.
Living in Busan in the 90s (known as Pusan when I first arrived) it was a great city with lots of rough edges. Somyeon was a construction zone for line 2 (subway construction was everywhere) and the view of the ocean at Gwangali had no bridge to see (but it did have a tiny amusement park and dangerous bungee jump).
Dongbaek island had simple trails and no APEC house, BEXCO and Centum City were under construction and Chinatown (aka Russiantown) in Choeup was rough and lacking the polish (and street repaving) it got later. Haeundae had standard apartments as the true high rises in the area came later. And U.S. Camp Hialeah had a dominant spot near the children’s park in prime real estate, off limits to most people.
There were so many changes and modernizations when we went back in 2012, and from what I’ve seen since in the news I’m really looking forward to our next visit.
