I wonder how much time zone differences have to do with that. A morning moscow-time posting to a profile with ‘NYC’ as their hometown would look like its coming from a night owl.

Yeah plenty of misinformation originated from official sources. Which is exactly because the regulation of misinformation is incredibly opinionated and probably not a good idea.
How about funding better less corrupted education free and for all? That could give people actually a toolset to navigate the Information space on their own, but it would also lead to a couple of uncomfortable questions along the line
