Animal welfare organizations.

I am from Ukraine, I understand Bulgarian, but I speak little. So I think it is better to formulate my opinion in English. I live in Sunny Beach, but will leave tomorrow. I think that my neighbor abuses the dog. Every evening until the morning, he leaves the dog on the small balcony without food or water, and the dog squeaks, barks, generally looks very sad. I tried to find an organization, but I was always bad at searching. Also, I’m not sure if this situation without obvious facts of beating the dog will be taken seriously.
