The suspect is accused of taking a girl living in the Kanto region to a hotel in Kabukicho at around 3pm on April 10th, knowing that she was under 13 years old, and having sex with her after promising to give her 5,000 yen. When questioned by the department, he partially denied the charges, saying, "I thought she was a junior high or high school student, but I didn't ask her age." He also stated, "I've had sex and dated girls I picked up in Kabukicho many times over the past year."
The girl had been sexually assaulted by three men between April 10th, the day of the incident, and the following day, the 11th. With summer vacation just around the corner, the Youth Development Division is strongly warning people to be on the alert, saying, "There are many adults in Kabukicho who lure children with sweet words and plan to sexually exploit them."
The girl ran away from home to To-yoko for the first time on the afternoon of the 10th, saying, "I want you to sympathize with my troubles," when Takahashi, on the street, forced her to go with him, saying, "You're the cutest in Shinjuku. I'll give you money, so let's go to a hotel."
She told them she was an elementary school student, but they demanded she "I’ll give you 5,000 yen if you let me touch them," and she ended up being sexually assaulted. When she left the hotel and returned to To Yoko, another man (21) invited her back to the hotel, saying he had a place for her to stay, and raped her.
Towards the morning of the following day, the 11th, she was further sexually assaulted by another man in his 30s (30). After her mother noticed that the girl had run away from home, she was notified, and police found the girl walking with the man.

    The thing I find most unforgivable is that, despite these incidents being widespread in Japanese streets, the police only issue warnings and do not arrest the perpetrators.
