There are still 4 by elections to be held basically by December, for TDs that either resigned or were elected to the EU parliament.
I doubt the government will wait until 2025 for a general election if it means avoiding holding those. At this stage it would be pointless holding elections that will have to be contested again anyway in about 6 months.
