Title is misleading. The law is being implemented but that doesn’t mean enforced. That would require the police to leave the koban and proactively enforce the law, rather than wait for someone to call them.
More realistically these laws will just be applied when people cause accidents, but it’s very common for cyclists to flee the scene of the accident rather than stop to take responsibility for it.
