Common sense has left the planet. Throwing biodegradable biscuits in a river, so the ducks can eat them, not exactly a crime.
If she was throwing car tyres in then that would be different. People fly tip all sorts of junk in the hedgerows and laybys around where I live and always get away with it.

The British state is unimaginably efficient at enforcing their will when it comes to harmless actions/ obviously honest mistakes committed by normal, law-abiding citizens.
Unfortunately, the same cannot be said for their reaction to actual violent criminals.
