A Hamas official told the Qatar-based broadcaster Al Jazeera that Israel is demanding the right to resume fighting any time if hostages are released. He indicated that an agreement cannot be reached unless a permanent ceasefire and a complete withdrawal of Israeli forces are guaranteed.
