The NATO Supreme Allied Commander Europe has indicated that internal confusion in Russia has been partly responsible for a slow reaction to Ukraine’s cross-border attack.
General Christopher Cavoli praised the Ukrainian operation in his speech at a US think tank on Thursday that he was “astounded by some of the innovation that has come out of Ukraine under pressure, militarily, technically, tactically.”
He described the Russian reaction as “fairly slow and scattered.”
He then said that “it wouldn’t exactly be clear who is in charge,” be it the interior ministry, Federal Security Service or other domestic entities.
Cavoli added that some Russian units have come from Eastern Ukraine to fight in western part of Russia. He pointed out that Moscow is likely to bring units from elsewhere to shore up their forces there.
