Article 17 – The duties of the Administrative Officers are as follows:

To assist the President by carrying out the administrative and financial affairs of the Grand National Assembly of Turkey and law enforcement affairs in accordance with the instructions of the President of the Grand National Assembly of Turkey:

Conducting special ceremonies;

To submit proposals regarding the budget of the Turkish Grand National Assembly to the President;

Distributing general and special entrance cards;
Administrative Chiefs are the executive instruments of the Presidency in maintaining peace and order, ensuring openness and freedom of discussions, and using security forces when necessary; they serve under shared responsibility and exercise authority; they sit in Ankara in turns during vacations and recesses, the President determines this order.

Contrary to what ‘administrative officer’ Fehmi Alpay Özalan did, who caused a stir in the last session on August 16, 2024, the duty of administrative officers is not to attack the deputies he likes, whose appearance and speech he does not like, or to disrupt the peace and order while the sessions are being held in the parliament or the general assembly. The primary duty of administrative officers is to maintain peace and order in the general assembly of the parliament.
