Why conditional right turn light are being removed in Warsaw

I noticed that a lot of conditional right turn traffic lights are being wrapped in plastic. And seems that more and more right turn light are being continuously deactivated.

What’s the reason? I feel this is worsening a lot the traffic in Warsaw, and a lot of time I find myself in a situation in which I’m stuck in traffic just because the right-turn light has been deactivated (wrapped in plastic).
