This is key. In 2003, there was no realistic alternative for the Columbia crew.
If Dragon was not available, I think NASA would be a lot more willing to continue on Starliner.

I’m an older guy and even I can admit NASA needs to fire all these 60-70 year old engineers and overhaul the entire thing.
Otherwise NASA is not going to be a thing for much longer. For me, it’s that simple. IBM had to do the same thing and they are still recovering from it to this day.
