Does this socket work?

We have this socket on our balcony. I don‘t think it works, but want to make sure before contacting the landlord and possibly paying for an electrician. How is it supposed to work? Does the switch have to be on 1? I‘ve tested with a lamp, and the switch doesn‘t stay on 1. the ‚test‘ button doesn‘t do anything either.
Additional question: Does the landlord pay for this (if an electrician has to come out), or will it be us? Unfortunately I didn‘t notice this when moving in (a year ago), but only now, otherwise I would have reported it on the form.
