SALT LAKE CITY — People experiencing homelessness here in Utah are still eligible to vote, even if they don’t have a permanent residence.
In order to register to vote, you must give your County Clerk a mailing address. This allows them to verify that you’re eligible to vote in the particular county. It makes it possible to send a ballot via mail.
State Elections Director Ryan Cowley explained the requirement on KSL at Night.

“The law really defines where you live as the place you put your head down, you’d have to be a resident of Utah for 30 days,” he said.
With a valid Utah drivers license, people can register to vote at vote.utah.gov. If you don’t possess a drivers license or government I.D., you’ll need to fill out a paper form at the County Clerk’s office.
“[You] do have to provide some sort of I.D… Utah does require that at the time of registration,” Cowley said.
The deadline to register to vote and receive a ballot in the mail is Friday October 25th.
