    It seems to be generally agreed, legal consensus, that case law already holds that it is assault to sterilize someone without their consent. No doctor has ever actually been criminally convicted of it, though. It seems unclear how this law would enable prosecutions. And it seems unclear how there can be a deterrent effect without prosecutions. But maybe textual clarity in the law will help shift the general mood on what is accepted.
