I have never been there myself but are you 100% sure these are manmade structures? There are fascinatingly deceptive natural formations out there.
I did read about the caves, crevasses, small hidey holes around the Qobustan area from my personal look into ADR history. Maybe they have some sort of connection. If they do they still won’t have a historical significance as to dedicate entire research for.

Gobustan used to be a quarry until they discovered all the cave paintings etc. could possibly be something left over from the quarry days. Just a guess though.
