There are fleet bases and some mineral resources here, so region was seriously developed and inhabited by Russians

Probably they were sent across russia during Soviet Union era and “pure” russians were settled there instead.
That’s a typical play, and given the strategic importance of murmansk, they probably removed anyone who could even have the aroma of a potential spy.

  3. Curious fact: Sami only the #4 Uralic ethnicity at the Murmansk Oblast, with Komi being the most numerous.

At the end of XIX Izhma Komi started an extensive colonization of rural Kola, starting to seriously compete with Sami in their traditional niche of reindeer herders.

  4. I am curious, how do such small populations of ethnic minorities avoid accidental incest? Google says the average person has 1500 4th degree cousins, thats basically all the samis in Russia
