My apartment has very, very few electrical sockets. But lots of these ‘sockets’ covered by blank face plates.
Are they electrical (as opposed to coax etc), and just buy a normal face plate and install?

For me, the cable with two small wires visible at the bottom look like for the phone landline. So it is normally not connected to the wiring for power.

All you need is a blank faceplate (Feller Blindabdeckung) No tools needed to cover up.

The transparency plastic is there to put a caps from company Feller and brand edizio. Is not a connector usable like is see.

If you want sure what is behind remove the metal plate from the wall and take a new picture for us.
Why would you want to buy an electrician?
can you take a picture from the stuff inside hard to tell otherwise
