The 22nd Amendment was a direct reaction to FDR running 4 times. It provided that the President could only run 2 times and if a Vice President filled more than 2 years of his predecessor’s term then they could only run for 1 term. This amendment also did not apply to Harry Truman since he was grandfathered in.
