Utah does indeed have a specification, as well as some of these other blue states. As young as 14 with parent permission.
Wild that you need to be 21 to drink in the US but kids as young as 16 can permanently embed ink into their skin with no oversight.
Should be 18 to drink and 21 to get a tattoo.
You won’t find a reputable tattoo artist in Idaho who will tattoo a 14 yo.
