      “No shows” are repeat provisional licence holders applying for a test to renew the provisional again mostly. All another side effect of absolutely zero enforcement.

      They are paid to do a job, which they can’t if people don’t show up. What are they supposed to do, pick up randoms of the street and force them to take a test?
