Despite Pence being trash and complicit with a majority of what the Trump administration did and the destruction of America by the GOP I do believe he didn’t want to cross this line. Multiple things you see and hear all corroborate the fact that Pence at least knew from the actions we’ve witnessed him take and other witness accounts this wasn’t the right thing to do and he did not want to be known as someone who directly allowed it.
