    “To provide some local political context, the president’s decision was strategic. Had she vetoed the law, the ruling party would have convened an emergency hearing just before the elections, overriding the veto with a display of defiance. This would have been celebrated as a victory over the “LGBT propagandist president,” reinforcing their narrative of defending families, and the church, and combating “LGBT propaganda” just days before the elections.

    By not signing or vetoing the law, the president appears to have found a middle ground in this politically delicate situation. Another key point is that the law will now be signed by the chairperson of parliament within five days, after which it will be published. The law will only come into effect 60 days after its publication, meaning it won’t be enforceable before the elections.”
