We do have oversized vehicles on the road for very specific purposes. Part of me wants to defend this existing because absolutely no one on earth would surely put up with the inconvenience of driving that around unless they actually have to tow something over 12 tons.
This seems oversized enough that it must have a good reason to be that oversized. Heavy machinery trailers or something similar.
