Ireland has implemented one recommendation fully, 4 partially and 13 not implemented yet.
For comparison :
Germany, has also implemented only one of the recommendations, with five partials and 8 not implemented yet.
France has implemented 2 of the recommendations, with ten partials and 6 not implemented yet.

I actually think it’s not the elected politicians who are the biggest problem but the unelected bureaucrats who have so much control and they have history of favoritism (aka corruption) and it has been normalized I will say.
I will use my council (SDCC) as an example: planning included a creche. The builder proposed to convert that to two apartments. Even with support from cllr and TDs, SDCC officials approved it. Cllrs told us they didn’t really have control over these.
