Poland has two main rivers: Oder and Vistula. They flooding only affects the Oder Basin District. See

Mind that this early into the situation, the actual damage – and the resulting internal displacement of the flood victims – have barely started. If you just toss funds in the vague direction of the problem before having a clear picture of it, you won’t know where these funds will help the most

Be aware that in a situation like this there ALWAYS are people and groups trying to profit from exploiting well-intentioned shmucks. Just because someone claims to be collecting funds for flood victims doesn’t make that true. I’m not saying "don’t help"I’m advising caution.
