      Don’t agree with premise of the second question. State absolutely shouldn’t interfere with one’s choice regarding alcohol, cigarette or drugs consumption however it should step in where it affects others. If there is a proper healthcare system in place, substance abuse puts additional burden on it therefore affecting others in one or another way. Thus state shall 100% impose additional taxes on those products.
