Again, rejects to sign the 13 (out of the 16) points of the peace deal that was sent by Yerevan yesterday. And mentioned by Mirzoyan, that all these points have already been agreed on. And the remaining points will be discussed further along the line.
Azerbaijani MFA today said that Azerbiajan will not be signing it.
Interestingly, this is his commentary:
““Regretfully, Armenia is once again seeking to mislead the public opinion about the real situation,”
“Instead of adequately reacting to the commentary made by Azerbaijan, Armenia tried to turn a blind eye to the challenges by removing the necessary provisions that are necessary to be reflected in the draft. Even though 80% of the provisions have been agreed upon so far, not all of the draft’s provisions have been able to be agreed upon. However, this does not mean that an agreement should be signed by removing the non-agreed provisions from the draft, as Armenia suggested. This cannot be considered acceptable.”
Which can be seen as fair, until you hear the second part.
The MFA continues by saying that a peace deal cannot be signed until the Armenian constitution is amended.
And also mentioned that Armenia is still active in the Minsk Group, and the Nov 9 agreement (subtly, without mentioning it).
And finally added, to Mirzoyans clarifying statement that a third party will not control any route, but will be a joint country private business to guarantee smooth process of the corridor.

If the Armenian side is actually interested in opening up of communications in the region, it must fulfill its obligations.
Azerbaijan, pretty clearly is pushing the Nov 9 agreement obligations, and is not interested in signing any peace deal for now. Probably thinking it can get a good deal in the future.
Meanwhile, Pashinyan’s assessment here, that Armenia will not be changing the constitution because of Azeri demands is also clear. He believes if Armenia asks for the amendment of teh Azeri constitution, the peace deal will be in a deadlock, and nothing could be done to help us.

It’s theatre and we have to play our part. They don’t want to sign an agreement and so they won’t. We need to keep doing our part to appear like the party amenable to a reasonable agreement. When there is a sufficient geopolitical change in the region, hopefully we can actually sign an agreement. In the interim, onward to rearmament.
