I’ve been making a website about the history of the Finnish flag and my intention is to also briefly cover the flags of other Finnic nations, including Estonia. (https://www.leijonalippu.fi/en/heimo.html) I have a pretty good understanding of the general history behind the tricolour, but I’m having some issues figuring a couple of things out:

I found these Riigikogu protocols from 1919 (https://www.leijonalippu.fi/muut/viro_1919.pdf) where it is proposed that besides the sinimustvalge national flag, Estonia would also have gotten a state flag. And in these protocols three versions are suggested. Can you help translate the dimensions of the two first cross flags mentioned? Google isn’t very good at translating Estonian. I’m specifically a little confused at the dimensions of the crosses and stars mentioned.

1. The state flag is cornflower blue, divided into four equal quadrangles with two crossing equal width white bands. Quadrangles closer tho the pole are equal squares. The upper square is black with white five pointed star in the middle.
The proportions of the width of the white band and the height of the triangle forming the star are 1:1
The proportions of the width of the white band and the height of the side of the square are 1:3
The proportions of the height and length of the flag are 7:11

2. The presidential flag is the state flag in nominal size with the state’s coat of arms in the middle
3. Flag of state institutions are state flag. Emblams can be placed on the flag. Emblames will be confirmed by the government of the republic.
4. blue black white flag stays as the national flag that can be used besides state flag in the borders of the republic. All ships sailing under Estonian flag and foreign missions of the republic must use the state flag
