Traffic fine refused in Poland

Hello everyone, I am a foreign student in Poland, I was driving at 1 am on my way home after visiting a colleague, I was stopped by a police car, unfortunately I have never been disrespected by a police officer before, I opened the window to talk to him and he was shouting that I do not have a permit to pass this street and that only taxis and buses are allowed, I was surprised because there was another private car right in front of me and it passed peacefully, so I said to him sir I saw another car pass right in front of me so maybe that is why I did not see the sign and I am sorry but I told him as a question is this sign new because I see many cars passing, of course he did not answer me and took my documents, I want to point out that the police officer was really upset and in a bad mood unlike usual in Poland and also unlike usual his English was bad and he could barely speak and he did not wait for me to use Google Translate, I stopped for ten minutes and he said to me okay I will give you a fine of 500 zlotys I did not object in any way, I said you are a policeman, you know more than me of course, but I asked some questions to avoid this issue again, so he said to me, okay, don’t pay anything, I will transfer the fine to the court (note here that perhaps due to the bad language, he could not use any question or choice tool), which made me think that I do not have the right to make the decision, and he started the procedures and made me sign one paper and did not give me any document and told me after I finish I will tell you what will happen, so I waited and then he told me go, you are free without any chance to explain to me, I stopped after that to search and I understood what happened and that he had transferred the fine to the court or that is what he understood, although I did not refuse, I could not search at the same time about the issue because it made me very nervous and I was not aware of this matter and he did not give me any explanation, even a simple one, can I avoid the court and pay the fine, or is the matter settled and I must comply, it was just a misunderstanding due to the two languages, which made me nervous and I could not think rationally or search quickly
