It’s because they are lying about the data. In 2012 Florida went through 12 million voter registrations, investigated 8 and convicted 1 person of voting as a non-citizen.
6500 non-citizen voters would be the highest number ***ever*** found since Republicans began searching for them. It would be 30 times greater than the sum of all convicted non-citizen voters in the entire nation since 2010. This is not an exaggeration, and all the research into this topic shows that.
