Recently, the largest network company in Estonia, Elektrilevi OÜ, announced that on October 1, a monthly network service fee will be added to all packages that did not already have it. For some reason, the Competition Authority has decided to state in this connection that the law does not provide for a ban on setting a fixed fee for the sale of a given service, while § 72 (p. 7) of the Electricity Market Act explicitly states that the price does not include costs unrelated to the provision of network services – monthly fees. For the network company, however, the monthly fee is unfairly obtained additional income, for which it essentially does not have to make any expenses, because all expenses related to network services must be reflected in the price of network services. Why should a state-owned company engage in extorting money from the public?
