DN52 – why CNAIR believes that we must all have 4×4

You know that we all complain about our infrastructure and that’s where it comes from "pinching" the easiest money from the budget? Let me present you a case where you don’t have to have an above average IQ to realize that something is not right and that there is no control. By the way, if there is a journalist who reads my rant, please investigate a little, the case is somewhat isolated in the poor south of Romania, but the money from the country’s budget is wasted :).

What is DN52 for CNAIR? Only a contract worth "126,323,299.45 lei without VAT, and the financing is provided by transfer from the state budget." having as the winner "ASSOCIATION SC ALEXCOR TRADING SRL – IMPRESA DI CONSTRUZIONI ING. E. MANTOVANI SPA – SC PEGASUS ENGINEERING SRL, represented by SC ALEXCOR TRADING SRL" conform CNADNR. Which should have finished in a year and a half, that is, in February 2024 (spoiler: they are still about 50% ready, in August 2024)

And in July CNAIR issued a negative certificatebecause the physical stage of the works is only 60-70%. From my point of view, the reality is much uglier, maybe they are even somewhere at 50% and the saddest part is that if they patch somewhere, it damages another part of the work because the road is of poor quality and succumbs to their heavy usage. Oh, and I forgot to say, when the works started, they uncovered/destroyed all 50 km, instead of working in segments, and there are still pieces where just putting asphalt over the old asphalt…

Who is Alexcor Trading SRL Bucharest?

Contracts for public money signed in Teleorman are true divine gifts for those who win them. Basically, if you manage to sign a contract in Teleorman county, you will increase your turnover to unsuspected values, sometimes higher than everything you managed to collect since opening the company. This is also the case of SC ALEXCOR TRADING SRL, which has 17 years of experience in the field of construction works, with a net profit of 54,808,318 lei. From the financial data we were able to access, it follows that the company’s profit is 1,097,931 RON, increasing by 109% in 2022. ALEXCOR TRADING is controlled by the Ciocan family from Caracal, through Daniela Ciocan, sole partner in the company. The company was deeded until 2017 by Marcel Nicola from the Ciocan family’s hometown, Rotunda.

Pegasus Engineering SRL, links with Dragnea

In Teleorman, it is known, no company wins the “big prize” if it does not have a transition to the single party and, until recently, to Liviu Dragnea, the political figure withered publicly at the moment, but who left behind his passage through politics an underdeveloped Teleorman. His successors, however, continue to suck money from the county for salvation works, and we detected this by analyzing the companies that are currently working on the roads of Teleorman, as stupid and for a lot of money as the defunct TelDrum. For example, the company associated with the disaster on DN 52 – Pegasus Engineering SRL has in its past a name that has been on the front page of many newspapers and almost all of Dragnea’s companies, many in number. It is about DRAGNE ILIE LIVIU, who managed the company at one point.

Pegasus Engineering SRL is the company that has obtained many expensive contracts for the public budget over time. Among the most interesting is the one regarding feasibility studies, consulting services, analyses, at the non-existent Industrial Park of the mayor of Alexandria – Victor Drăgușin. 120,000 he collected in 2019, plus other contracts in Alexandria and Zimnicea.

In conclusion, you may say that I am bad, or exaggerated, but for 2 years to destroy such an important road for the south of the country, it seems to me that it should not be accepted in Romania in the 21st century.
