Persians are the most irreligious Tehran is a good example of it, azeris are still more Shia oriented, especially towards cities like qazvin. Iranians in general are probably less religious than a good portion of even the Turkish population. Islam does not have the same meaning and core significance in Iranian society like it does in most Islamic countries. The leadership of Iran is a complete paradox of how the Iranian society as a whole is.
The youth live their lives without Islam or the idea of religious guidance. We are after all one of the only “Muslim” populations that integrate and assimilate the best in the west. If you disagree with this, you’re practically lying to yourself

Most of the Iranians who come to us on Ashura are Azerbaijanis and they are very religious indeed compared to the Persian Iranians.

The Khomeinist cult of political rule by priests is an Iranian innovation. Aside from Azerbaijan historically being a center of heterodoxy, the center of mainstream Shiism is traditionally Najaf, not that shithole Qom or wherever else in Iran. Look at their cousins the Kurds, Afghans, Tajiks, Pakistanians, Armenians, etc., whatever their religion they are generally more religious across the board than Turkic peoples who in contrast never had a strong priesthood class before converting to Abrahamic religions.
