Russian NatSec Sergey Shoygu traveled to Iran where he discussed the delivery of advanced air defenses requested by Iran. According to an Iranian army official, the transaction was made earlier and the deliveries have started.
Sergey Shoygu then traveled from Iran to Azerbaijan to hold security-related talks with Ilham Aliyev. Shoygu emphasized the successful development of Russia-Azerbaijan relations in the fields of military-technical cooperation, transportation, and economy.
Aliyev noted that the relations between Azerbaijan and Russia serve as an example for neighboring countries and regarded it as an important security factor in the South Caucasus and the broader region.
Armenia announces plans to skip the Russian-led CSTO meeting in September, a day after announcing the plan to boycott the August exercises
Armenia won’t take part in the Cobalt-2024 exercises in Russia next week. Also no participation in the Interaction-2024 exercises scheduled in September in Kyrgyzstan.
A few weeks earlier the CSTO secretariat complained that Armenia was not making the "mandatory" payments toward maintaining the functioning of the bloc.

Armenia is replacing its ambassador who recently angered pro-West forces over a trip to Russia’s border region. The rumors about the replacement began before that trip.
Ruling faction MP Gurgen Arsenyan transferred his parliamentary mandate to another ruling faction candidate on Tuesday.
Arsenyan was reportedly supposed to replace the current ambassador several months ago but the Russian side reportedly decided not to approve his credentials due to some of his alleged “anti-Russian statements”. Arsenyan denied the claims.
Informed Citizens NGO chief Daniel Ioannesyan during an interview:
• The current minister of justice is not eager to reform the Constitution. The meetings held by the reform committee represented by civil society are slow and sometimes get canceled.
• Deputy PM Mher Grigoryan is not a "Russian agent". He is just an "apolitical" bureaucrat who sees the money generated by Armenia through trade with Russia and doesn’t want to disrupt it.
• Ioannesyan says one of the Armenian army officers working at a military polygon recently told a U.S. instructor during exercises that "Putin is going to win in Ukraine" and that "The Russian weapons are better." This stems from the fact that many Armenian officers graduated from the Russian school and maintain a favorable opinion about Russia, while the vast majority of Armenian citizens have shifted their stance. Armenia’s traditional security agencies still have this issue.
• Ioannesyan believes it would be great for Armenia’s economy if the Russian government begins deporting ethnic Armenians from Russia amid the strengthening of AM-EU relations. Armenia needs workers. Many construction projects are advancing slowly because of worker shortage. You can find construction workers from India and Iran in many infrastructure projects in Syunik.
