I posted this because the EU’s statement, or at least Toivo Klaar’s statement, shows a harder stance on Azerbaijan. Whether it will be enough or fruitful is a different story. Let’s see.

Azerbaijani MFA already responded with something along the lines of “It’s clear no Armenians want to return to Karabakh (Wonder why), but Armenia must create the conditions for Azerbaijanis to return to Armenia”.
It’s really sad to admit but Artsakh Armenians are probably never gonna return, and their heritage and homes will be treated the same way as in Nakhijevan.

It’s a good rhetoric, but its just for PR. Don’t expect it to mean anything on the ground. Everyone knows that no Armenian will ever return to a place controlled by Azerbaijan. It’s easy for the EU to profess support for something it knows will never happen. It’s not different from “rights and security” talk, but it’s even easier for Azerbaijan to ignore.
