Did something like this happen before?
I tried to make an inapp purchase for 1 CHF suddenly my payment was declined and I received an sms from my back about fraud.
They tried to charge 121 CHF + 1 CHF from my account. Luckily it got blocked and I will receive a new card.

Did you try to pay the 1.- to no longer have ads on that very bad game app?
Yes that’s normal, this usually happens with websites and payment providers that aren’t whitelisted on their end, or if a whitelist is not used instead some algorithm that determines that it’s unusual for you to do that type of transaction.
Also happened to me a couple times, replying with 1 unlocks it, and you can attempt the purchase again.
Seems like the system did its thing and spared you from losing more than you expected, which app is it though so people can report this so that Apple can check?
