Looking for the name of this guy

Hello my fellow Lithuanians. Im hoping that you can help me out. I am looking for the name of one the members of the lithuanian delegation in the ESC, who is regularly seen. It is a bald headed guy, sitting on the right, who wears a hat in this video of the Jury Votes of the ESC 2021 (he was also present in the 2024 Edition) but due to LT not receiving any 12 points from the jury, the camera doesn’t show LT properly but he can be seen briefly during the votes.
