The marking is put regularly next to a seemingly old hiking trails that doesn’t appear on the maps (neither the official one nor the OSM one).
The trail is clearly not an alpine trail and was at some point in time intentionally created.
Some of the markings are seconded with a yellow one.
Maybe it is intended only for the forest maintenance person, or this is an old way of marking paths here in Switzerland?

the arrow – looks like a forester marking pointing at something for his future self/the next person that works there
the blue and yellow markings – same except it’s something about those trees in particular. Could be a marking it to indicate that it has good potential and shouldnt be harvested yet
For OSM. Be bold, map it yourself.
For SwissTopo map. They mostly map trails visible in the aerial images, same goes for OSM, but in the latter case others can contribute what they see in the field.
Some trails might not be mapped on SwissTopo as they are unsafe. Ex. those in the Fallätsche Uetliberg where people had to be rescued by helicopter multiple times:
