A killer on the loose lives on my street

Hello. I have a very serious query for advice. The action takes place on my street, across 2 houses, Ovcha Kupel district, Sofia. The neighbor’s son, already about 45 years old, had very severe drug problems, we often saw him in an inadequate condition, sleeping on the street, known for the huge loans he took out for gambling, regular drug treatment, etc.. 4 ​​years ago he killed his father extremely brutally, tying him to a chair for 3 days and doing God knows what things to him, but the poor old man died with brutal head injuries and broken bones. Several years ago he was released from detention/psychiatry/narcotics treatment center, he called a locksmith to break his lock (however, according to the address on his ID card, his address is listed there) and he is currently roaming free and residing at the address. As far as we know he’s pretty involved with the underground and all sorts of unsavory personalities and I dread to think what weapons he’d have at his disposal. It’s just that I, my parents and the neighbors who live right next to him are terribly scared. The only thing that came to mind is to at least put a camera on it for proof if something happens. He keeps going around shouting how he was going to get us all in the right order, he was going to set everyone on fire, shouting “the troublemaker is gone” (perhaps referring to his father).
