The victory in the electoral unit goes to the Hredditor with the smallest total sum of deviations, or more precisely, penalty points. The task is to forecast the final result of the distribution of mandates among the lists as accurately as possible. Pay attention – mandates are distributed only among lists that manage to cross the electoral threshold, i.e. receive at least 5% of the total number of votes in that electoral unit. The ideal result is 0 penalty points, for a completely correct distribution of mandates. The greater the deviation of the forecast from the actual result, the more penalty points will be awarded. ​ Seriously 🙂
